To address challenges in urban renewal – including difficulties in coordinating district-level planning, implementing projects, and ensuring sustainable development – Guizhou has focused on three pillars: a systematic approach, project-based implementation, and sustainability, achieving tangible progress in advancing urban renewal.
The province insists on conducting urban health assessments first, establishing an indicator system for precise diagnosis. Building upon 60 national baseline indicators across four dimensions – housing, communities, neighborhoods, and urban districts – Guizhou has added 27 provincial characteristic indicators and guides localities to set context-specific local indicators.
An urban health assessment platform has also been established to enable rapid data collection, comparative analysis, and visual presentation. Renewal plans are formulated based on problems identified through these assessments.
A categorized project portfolio is established according to priority levels, ensuring that planning directly addresses public needs. Concentrated contiguous areas with prominent problems, interconnected facilities, and strong public demands are designated as priority renewal districts, where building renovation, facility upgrades, and environmental improvements are carried out.
Through multi-factor safeguards – including optimizing planning controls, improving land policies, and simplifying approval processes – innovative measures are implemented, such as cross-district coordinated renewal, the mixed-use development of existing spaces, and permit exemptions for micro-renovations.
In addition, Guizhou has established a diversified financing model of "government guidance + market operation + resident participation".
The province seeks support from higher levels of authority through subsidies, special-purpose bonds, and funds. It also introduces social capital to participate in projects, while guiding residents to make reasonable contributions toward the renovation of old residential communities.
