The Guiyang bureau of housing and urban-rural development, together with the Guiyang State-owned Assets Supervision and Administration Commission (SASAC) and the Guizhou Construction Engineering Bidding and Tendering Association, held a special training session on bidding and tendering for State-owned enterprises (SOEs) in the city's housing and municipal sector on Nov 13.

The event aimed to regulate bidding and tendering practices among Guiyang's SOEs, enhance their capacity for lawful procurement, and strengthen risk prevention and control. Participants included leaders in charge of engineering bidding and tendering, department heads, and technical staff members from Guiyang municipal SOEs, as well as officials from district and county housing authorities and State-owned assets supervision departments.
The training invited Mo Jinling, chief editor of Guizhou province's standard bidding documents for housing and municipal engineering projects, and a senior instructor in the provincial expert evaluation system, as the keynote expert.
The program was tailored to address the practical challenges faced by Guiyang's SOEs in the bidding process. Through policy interpretation, case-based analysis, and interactive Q&A sessions, the session strengthened participants' understanding of policy boundaries and their operational skills. By clarifying the rights and responsibilities of bidders, dissecting real-world cases, and providing on-site guidance, the session improved attendees' capacity to conduct compliant and risk-aware bidding activities.
